PARAGUAY: Lugo heads to Asia with disgraced minister in tow

It should have been a triumph. President Fernando Lugo embarked on a 10-day trip to Southeast Asia this week to drum up foreign investment and boost trade links. That he was healthy enough to undertake it suggested he has made a strong recovery from illness. And yet the main talking point, in the local press at least, is that he is accompanied by his foreign minister Héctor Lacognata. It would not normally be considered odd for a head of state to go abroad with his foreign minister, but Lacognata is under intense pressure to resign after it emerged that he receives a double salary.
